Before the program starts
Before the program is started, I conduct a situation analysis to understand and define the key stakeholders, motivations, issues and success criteria. A key part of achieving goals is being able to measure defined success criteria.
For example if your organisation decides that increases in staff and customer satisfaction, and per-customer sales are the key success criteria for this program, then initial measurements of these criteria would have to be taken, and targets (success criteria) set from that.
